- Purpose
- This one-off 12-month data share, starting March 2026, supports evaluation of the Dundee Child Poverty Pathfinder programme aimed at providing person-centred support to families most at risk of poverty. Using DWP data on deprived postcodes linked to similar shared data from HMRC and Social Security Scotland as well as data on engaged families from Dundee City Council, the Scottish Government will assess Pathfinder programme impact on economic outcomes, comparing participants with matched groups in other deprived areas. This will informing decisions around scaling of the approach as well as supporting future policy and interventions to reduce child poverty under the statutory targets in the Child Poverty (Scotland) Act 2017.
- Information sharing benefits
- The Memorandum of Understanding enables robust evaluation of the Dundee Pathfinder by securing access to reliable administrative data. This allows measurement of economic outcomes, comparison with similar groups, and evidence of programme effectiveness. Insights gained will inform scaling, shape future policies, and strengthen efforts to meet Scotland’s statutory child poverty targets.

PATH for Pathfinder postcodes and CONT for Control postcodes [DERIVED]

• Single parent/carer household (USCPP03) – Between 1st September 2022 and 30th
September 2022. NOTE: Single parent / children are treated as lone parents even if

AA, PIP, II amounts > 0) then set flag to Y, N if not. Do this for each tax year (2022-

• Census Output Area (USCPP07) - Use 2021 COA for longest for tax year
(longest_coayyyy). Do this for each tax year (2022-23, 2023-24, 2024-25) and provide
in one field [RAPID]
• Name, Address, Postcode, Gender, DOB, NINO over period 1st April 2022 – 31st
March 2025. Combine and separate with separator. Allow for 5 variations [CIS]
