- Purpose
- To provide assurance; management information and the opportunity to review and improve the effectiveness of data matching in identifying low income households with high energy costs who are at risk of fuel poverty. Results from the feasibility exercise will be reviewed as part of Government's proposal to deliver a reformed and better targeted Warm Home Discount Scheme (WHDS) from 2022/23.
- Information sharing benefits
- The testing exercise will support the Department for Business; Energy and Industrial Strategy (BEIS) in its policy proposal to improve targeting of the WHDS to those households most at risk of fuel poverty. The exercise will enable BEIS and the Department for Work and Pensions (DWP) to collaborate to review and improve the effectiveness of the data matching routines to be used to combine household income and property data to improve fuel poverty targeting.
- Disclosed information
- Data relating to property characteristics from the Valuation Office Agency (VOA); Energy Performance Certificates; and Ordnance Survey will be shared under this agreement. The VOA data that BEIS holds has already been shared with BEIS under a separate agreement between BEIS and VOA. The property characteristic data will be ranked according to potential energy costs. The resultant property; energy cost; and address data will be onwardly shared with the Department for Work and Pensions for the feasibility data matching exercise. DWP will return certain address details from benefits data to BEIS for further processing and sharing with DWP.
A separate data-sharing agreement relates to the data sharing between BEIS and DWP.
