- Data will be shared between HMRC and Cabinet Office (GDS) to support user identity verification provided via GOV.UK One Login, using Record Check and KBV questions.

- Increases number of KBV questions which One Login can ask users for verification purposes, and therefore increases user coverage
Reduces the cost of the authentication and identity verification of users, increasing coverage for identity verification, and improves confidence in the identity of users by ensuring that all identities meet a GPG45 Confidence Profile.
There will be benefits for the wider government and public sector in that citizens will have increased confidence in government services. The user experience will also be improved and it will lead to increased digital adoption
It will increase confidence in the identity being used to access HMRC digital services, and other government digital services
Cost savings as a result of moving away from proving identity with Government Gateway to GOV.UK One Login, as the cost of running GOV.UK One Login is cheaper than Government Gateway.

- The data share will be a two-way process between HMRC and Cabinet Office (GDS).
To help confirm that an identity exists GDS will pass the identity information provided by the user to HMRC, who will confirm whether they have a matching record.
This check may additionally be used in the future to support wider journeys, such as enabling users to answer questions on their HMRC data to verify their identity. In this scenario HMRC will provide GDS with the minimum amount of data required to enable GDS to complete the KBV check.
