Reboot West expansion to support Care Leavers

Purpose
Iteration 2 MoU is between HM Revenue & Customs and 1625 Independent People, titled ‘Reboot West expansion to support Care Leavers’. The Reboot 2 project launched in April 2021 and is funded by the West of England Combined Authority (WECA) and Youth Futures Foundation (YFF.) Reboot 2 initially operated alongside Reboot 1 which was a contract funded by Bridges Partnership and ran from 2018-2022. There was a separate MoU in place for Reboot 1 that ended in 2022. The population covered in this data share is young people ages between 16-25 across the West of England region.
Information sharing benefits
Tracking earnings provides a better understanding of how well customers are progressing with their employment (by showing increases in hours/wage rates); and the quality of their employment (jobs above NMW etc); rather than just the duration of full or part time employment captured using traditional employer statements.
Disclosed information
The data provided by 1625 Independent People to HMRC for will be as follows: Provider Ref Number ; Full Name ; NI number ; DOB Start Date on Programme ; Randomisation Allocation (For ease of evaluation analysis); Unique Project Reference Number (UPN for ease of evaluation analysis) HMRC RIS GovDET will match this data against HMRC system RTI and return the following information via Secure Data Exchange Service (SDES) to 1625 Independent People Provider_Ref_No_ ; Randomisation Allocation ( to assist with evaluation analysis ); UPN (to assist with evaluation analysis ) HMRC will then provide the following data to 1625 Independent People: TAX_YEAR; Employer_Name ; RTI_Start_Date; RTI_Leaving_Date ; RTI_Latest_Payment_Date PAY_FREQUENCY ; NORMAL_HRS_WORKED ((Less than 16, 16-24, 24-30, 30+) ; TAXABLE_PAY_YTD ; TAXABLE_PAY_IN_PERIOD
