- Purpose
- To enable the earnings-related approach to employment outcomes; accessing data on participants’ earnings is key. Data is needed to track participants’ earnings as the Employment Outcomes evidence.
Iteration 1
MoU was between HM Revenue & Customs and Dept. for Education, titled ‘Care Leavers Project’.
DfE backed three ‘Payment by Results/Social Impact Bonds’ as part of a multi-million-pound Children’s Social Care Innovation Programme. The three projects were led by Lewisham, Bristol, and Sheffield local authorities.
In Bristol and Lewisham, ‘Bridges’ held the Care Leavers head contracts, and then subcontract the delivery to local expert charities such as 1625 Independent People and DePaul. In Sheffield, Sheffield Futures held the contract and were the delivery organisation. Note: Bridges took the lead on the data share with HMRC.
The three Local Authorities who were contracted as part of the pilot were aiming to support approximately 600 young people until September 2022. The three LA lead commissioners are –
• Bristol – covering the LA areas of Bristol, Bath and NE Somerset, South Gloucestershire, and North Somerset.
• Lewisham – covering the London Boroughs of Lewisham and Bromley and the Royal London Borough of Greenwich.
• Sheffield
The three LAs detailed above, are working closely with Service Providers. The Service Providers work with the Care Leavers to engage the appropriate young people in the projects.
• The Service Provider working with Bristol LA is 16-25 Independent People
• The Service Provider working with Lewisham LA is DePaul UK
• The service Provider working with Sheffield LA is Sheffield Futures.
- Information sharing benefits
- Tracking earnings provides a better understanding of how well customers are progressing with their employment (by showing increases in hours/wage rates); and the quality of their employment (jobs above NMW etc); rather than just the duration of full or part time employment captured using traditional employer statements.
