- Purpose
- To deliver a reformed Warm Home Discount Scheme (WHDS) from 2022 that better targets automated energy bill rebates to fuel poor households on a low income and living in properties with high energy costs.
- Information sharing benefits
- Data sharing between the Department for Business; Energy and Industrial Strategy (BEIS) and the Department for Work and Pensions (DWP) will enable the identification of citizens on low incomes and living in properties with characteristics indicative of high energy costs. The results of the data matching exercise will enable further data sharing (under separate agreements with energy suppliers) for WHD rebates to be credited automatically onto the energy bills of eligible fuel poor households.
- Disclosed information
- Data relating to property characteristics directly from or derived and processed from the Valuation Office Agency; Energy Performance Certificates; Ordnance Survey; English Housing Survey; and Office for National Statistics will be shared under this agreement. The property characteristic data will be scored using a BEIS algorithm to determine potential energy costs. The resultant data will be shared with DWP to enable a data matching exercise to identify eligible recipients for a Warm Home Discount rebate on their energy bill.
