- Purpose
- To deliver a helpline and correspondence service to citizens in support of the Warm Home Discount Scheme (WHDS) for winter 2023/24.
- Information sharing benefits
- The WHDS 2023/24 will provide an energy bill rebate to approx. three million low income households who meet the scheme's eligibility criteria. Data sharing between the Department for Work and Pensions (DWP) and the Department for Energy Security and Net Zero (DESNZ) will enable DESNZ's contracted service provider to deliver a helpline service to citizens in support of the WHDS. The helpline will process and respond to calls and written correspondence from citizens relating to the WHDS.

- DWP will share personal details relating to confirmed eligible and potentially eligible recipients of a WHD with DESNZ's contracted helpline service provider. Electronic access to DWP’s Citizen Application Programming Interface (CAPI) will also be enabled to support the helpline process prospective eligibility calls and correspondence from citizens.
Data relating to call outcomes will be returned to DWP at the end of the scheme year.
