- Data will be shared between DWP and Cabinet Office (GDS) to support user identity verification provided via GOV.UK One Login, using DWP KBV questions.

- This data share will support the government wide objective of increasing the use of digital services and reducing dependence on more costly telephone or paper based service delivery.
Wider inclusion of GOV.UK One Login by expanding coverage to citizens, by adding additional datasets from their relationship with DWP. This may allow users to successfully access the services they need, by answering DWP’s knowledge-based verification questions (KBV).
Assurance in the identity of users of government digital services, ensuring those identities comply with GPG45 identity checks.
There will be benefits for the wider government and public sector in that citizens will have increased confidence in government services.
The user experience will also be improved and it will lead to increased digital adoption
Cost savings as a result of moving away from proving identity through departmental identity systems, as the cost of running GOV.UK One Login is cheaper than existing systems.

- The data share will be a two-way process between DWP and Cabinet Office (GDS).
When a user is routed to the DWP KBV they will be asked to provide details of their claimed identity. Those details will be shared with DWP, so they can match the user to their DWP record.
If the match is successful, DWP will present the KBV challenge to the user and return the outcomes; pass or fail to GDS
