Provision of data matching and sharing services to support The Office of Gas and Electricity Markets (Ofgem) (acting under its governing body The Gas and Electricity Markets (GEMA)) undertake administrative functions in relation to the ECO Eligible Referrals (EER) initiative.

Purpose
The EER initiative provides a route for participating energy suppliers to identify certain energy consumers who live in fuel poverty and may be eligible for the installation of energy saving measures into their homes under the Energy Company Obligation (ECO) and Great British Insulation Scheme (GBIS). Ofgem is administrator for ECO and GBIS with responsibility for verifying the eligibility of households associated with notified measures.
Information sharing benefits
Information sharing between the Department for Work and Pensions (DWP) and Ofgem to enable Ofgem to verify the eligibility of energy consumers who have claimed for the installation of energy saving measures to reduce their energy bills under the ECO and GBIS schemes.
Disclosed information
Ofgem will share a unique identifier and address for successful claims made by energy consumers for financial assistance under the ECO and GBIS. DWP will return the unique identifier, address and a match flag to indicate the result of the benefit eligibility check previously undertaken and shared with the relevant energy supplier.
